Grove Street Familes and the Ballas are probably just based on LA's African-American street gangs in general, to be interpreted as Rockstar's version of Crips and Bloods, with choice being left to the player to decide who is supposed to be who. I think there just a combination of the 2. For example The Ballas in San Andreas were the biggest gang in the game. In real Life the crips are the biggest Black Gang in Los Angles but the Crips are also known for there crip on crip killings. Same with The Families in San Andreas.
