Most likely there won't be peds because of them taking too much bandwidth. There are other ways of syncing them as I heard, but on the first release, I don't think it will happen. I don't think that would work unless the same peds etc is shared between all players which would take alot of lag. Think about it, cars on the roads and peds are completely random. A car with a ped in it could be on your screen but on someone elses it might not be, therefore they are able to walk through the car on your screen. Etc.
