SubliminalCrackr
I only have one mission left that I am able to do, and that's Wu's mission. (I think his name is Wu anyway, its in San Fierro). The cinematic scene starts off by my character and Wu playing playstation, and Wu says something like "Are you familiar with water?" and CJ says "Man quit tryin to distract me from my game!" and then wu says something again and CJ says he cant swim and it puts u outside and says you need to have more skill underwater before you can do the mission. I tried going into the water and swimming underwater as much as I could, but nothing would happen. No skill, or "lung capacity" (if thats the skill you need) would budge, and I cant figure it out! If its Lung Capacity what I need... how do i level it up? If its another skill or anything that I need to do to do that mission, what is it!? Knightmare
You need to get your lung capacity up. Go around and swim a bit (underwater), or collect a bunch of oysters (or all of them for unlimited breath). Thanks -shaDow

DidierSucks
Yes, you must upgrade your lung capacity beyond its starting value. There are a few ways to do this. The easiest is to simply swim underwater for a period of time until your lung capacity grows. When I needed to do this, I ate a few meals and then swam up and down the side of the map below San Fierro once, spending as much time underwater as I could. You could also find Oysters (<-- link), which increase your lung capacity. A trick I noticed in my cheating file is that you can turn on the "Infinite Oxygen" cheat (Cheats: PS2 Cheats, X-Box Cheats, PC Cheats) and then swim underwater for as long as you want. You won't have to resurface, and your lung capacity will grow.
