I found the solution after trying everything I could possible think of and what all you guys said. When you uninstall a driver it doesn't remove everything?IDK why. Google Driver Cleaner Pro This is a freeware program. This will work for those who can't get the .exe to run at all. Hence many people have problems due to ati's sh*t drivers so they go badass and just download 4.9 which fixes problems (with the older cards).
