Mission will no progress any further

I have played upto LV and the missions surrounding the casino heist with Woozie. But now that I've done everything needed for it (Got the bikes, got the keycard etc) there is no blip on the map for Woozie and no phone calls from him.

I've done the mission from Caligulas aswell.

And when i go into Caligulas i can go to the right and down the stairs into the safe and the room with the air vent grate off, then go upstairs to the roof exits. It's like the mission has been played already.

I've tried reinstalling to no avail

I downloaded someone elses savegame file which had only just unlocked LV which i played through to the same point

The first time i killed Millie to get the keycard, the second time i got it properly.

Anyone got any ideas? This is really annoying me, if there's no fix i might aswell uninstall and pack it up because it's boring only being 50% through it and just wondering the streets.
