Rain and smoke slow my game! Help?

I have try latest drivers and it wont help. Specs: Asus sli deluxe, seagate 160 sata, 4000+ (san diego), 2gigs ddr, xfx 6800 ultra 512mb (driver 77.13 and also try 72.14, 76.44, 71.89), soundcard realtek (no sound broblem). Game run smoothy 60fps and when rain or lot of smoke it gonna slowdown 20-30fps. Game settings: 1600x1200 32bits, frame limiter off, visual effects low, mipmap on, aliasing 3. Please help me?

Turn the Frame Limiter on it keeps the game running constant rather than having massive fluctuations in FPS.

Also why do you have Low Quality settings and high resolution when a lower resolution and very high settings is sooooo much prettier!

 

I have a :

~ p4 HT 3.2ghz

~ Radeon 9800XT 256mb

~ 1024mb DDR RAM

~ 80gig HDD

~Creative Soundblaster Audigy LS

 

I run the game on High settings (sometimes Very High untill the occasional slowdown sh*tes me) AA set to 2 AF off at 1024x768x32 and it all runs at a constant 25fps (including when it rains heavily) thanx to the Frame Limiter
