That's not in the game, it must be hacked in with a mod for the PC (called ... Hot Coffee, I believe) or a special game save for the PS2. I am not sure about the X-Box version. The scene, however, is part of a set of missions in Las Venturas, the third Island. Though, if you are playing GTA:SA just for a pixelated, clothed, virtual-sex scene ... you've wasted your money.
