Tahoma can be modded only at Loco Low Co., in Willowfield (?) where you can mod other low riders as well. If you can remember that Cesar Vialpando mission where you went to a backyard auto shop to put hydraulics to a Savanna, that's the only place you can mod a Tahoma.
