PC: car chase view and mouse GRRR!

when I am driving, i like using the mouse to free look. but every few seconds it forces the view to a chase view that i don't like.

 

i wouldn't mind the chase vew so much but the angle is too low for me and i constantly have to use my mouse to raise the angel to something i am comfortable with.

 

it there any way to keep the game from forcing the chase view every few seconds?

 

OR

 

is there any way to make a custom chase view that is not so low?
