Realtime Shadows & Lighting? Not for me?!?

Now I've just been able to get my hands on a copy of San Andreas for PC yesterday and I really love the draw distance and everything.

But today I went to a friend and saw he had realtime lighting and shadows on the cars and everything, like even the power supply lines cast shadows.

 

In my version, though, it's just not there. I've turned the Visual Effects to "Very High", but it still isn't there. My graphics card is an nVidia GeForce 4 TI 4200, and I would just like to know how I can get these effects to work.
