It only spwans there after you complete the mission "Sayanare Salvatore". Btw, try using search next time. There are hundreds of threads regarding this topic. This should be an information and discussion board for all, not a heavy handed and intolerant regime. Isn't there also a BJ Injection parked on the hillside behind a diner near the docks in Portland?
