That would imply that it is a tutorial to make weapons faster in some way. Yet the tutorial is on how to make cars faster. I think everyone already knows how to set high acceleration values. There's so much commenting in that file which tells you what everything does you only need tutorials for advanced setups. Don't let Dem see this, or he'll write a book about the benefits of Notepad. Anyway, most of the stat editors fark up the flags backwards. I'd also recommend my Rescaler for calculating the suspension values. Glad you had a look at the site, Eclipse. This is now (and probably always was) more of an Editing Discussion thread than a Tutorial, though.
