If you used the one from GTA3, then that is your problem. Although they may look the same, Vice and GTA3's SFX are numbered totally differently from each other, which would give an effect like you described. Try using the SFX.RAW and SFX.SDT from Vice City and tell if it fixes your error.

This plane was tilting and turning when I got to the airport, and kept turning while tilting to the right even more then disappeared while I was running after it.

 

Then I got in the dodo and flew to portland, but it crashed when I got above china town (the game, not the dodo).

It runs good; you probably already know about some of the glitches I saw because it's in development or they've been reported. Just in case, here are a few I saw:

The four wheeled vehicles wheels wobble sometimes, like for a flat tire.

The plaque on the Australian war statue at the airport was backwards (? I'll have to look again).

The Callahan Bridge had ghost girders over either end of the broken part for awhile after the opening, and now that I'm in Shoresdale it has a layer of ghost road surface on top. It still works to run or drive on, though.

The AMCO bldg. in Staunton has no visual or collision surface on the walk at the base of it sometimes. Claude couldn't do the rampage for awhile because he'd fall through gray hell trying to get to the stairs.

I tried a rampage when Claude 1st got to Shoresdale, and I couldn't get the soldiers and tanks to show up.

(PS: I use the VC radio. What's the easiest way to switch Chatterbox to be the MP3 station? Can I just change something with the Show Config launcher?)

Convert the chatterbox file to mp3 and stick it in the mp3 folder.

I found a glitch.

 

On the mission "Big 'n Veiny" (finally got V2 to work), There are no magazines or whatever on the ground.

Can't find similair circumstances, one time I'm flying in the air with a Hunter, the other time I'm driving around in the General Lee. One time it happens after 2 minutes, next time it happens after half an hour.

 

However the last times it crashes every time when I try to start a new mission, that began right after I finished Asuka's first mission (Under Surveillance).
