As "elf" and "downs syndrome" didn't appear to be particularily helpful, I think the problem that people have with this model is the unusual proportions of the head:

Also, with a photo sourced skin he would tend to look out of place in the Vice City enviroment.

 

Although a fine model in it's own means, I think the best possible result for a player would come from a collaborative effort, I think a topic where people can offer up conceptual sketches would be a valuable addition to the development process.
