If Liberty City Stories takes place in 1998, then why there are no twin towers?

Liberty City is based on New York City, and before Liberty City Stories was released, i guess we used to believe that construction site are traces after 9/11, or maybe Liberty City Stories isn't canon...

3d LC is not really a copycat of new york like HD LC is
