Making a functional board to illustrate football matches on a tablet?

This isn't really a request for graphics to be done for me, but I need some advice with a project someone wants me to do.

 

I was tasked with creating a virtual board to represent football matches on a tablet. The image of this board will then be projected onto a larger screen. It should be possible to easily drag shirts representing players across the pitch, covering most of the screen, with some space for expulsed players. The person who wants it wants both teams to always look the same (it's for a show focused on a specific team, and a rival team having generic shirts) so that eases things a bit. He also suggested the possibility of having the shirts rotate depending on the direction the players might be running, although not a strict necessity.

 

I can recreate the visuals of this with no problem, but making it actually functional is a different thing I've never done before. What do you suggest for this? Preferably using freeware stuff if possible.
