How to use Zolika's IV Save Editor?

Where do I put that "parse" and "generate" request?

 

So far I created the shortcut to program's exe and put parse as launch argument to it, I added something like -IVSaveEditor parse SGTA402, like in the instruction, and a cmd (?) window opens for split second and closes. I had put the mentioned savefile where the program exe was. I tried some other variations like putting _ between letters, with no spaces, removing words, enclosing path in "". etc. Just window flashes and nothing else.

 

Running the program's exe (without any commandline) also opens window for split second and closes itself.

 

I run out of ideas, how to use it?
