Broken animations when in front of cars

So you probably recall how when Tommy is in front of a car that's being driven, he has 2 animations that basically equal out to "up yours!" similar to how Claude would flip drivers off in the previous game. However, I noticed that these 2 animations seem to be broken in the PC version. Rather than doing the full animation, he'll move his arm in this odd manner that doesn't really say anything. I've not found anyone else reporting this issue so I was hoping to see if anyone else noticed this as well and what the fix would be for it.
