Performance problems in GTA SA

I have a RX 580 and i'm getting 45 fps max. I don't know how to solve this. I'm using these mods, without any customized values:

Framerate Vigilant
Open limit adjuster
Project 2DFX
Proper fixes
Repair GTA
RunDLL32 Fix
Silent patch
Skygfx
Widescreen fix
Widescreen HOR
Windowed mode

Basicaly the essential pack with some extras. Could someone help me on this one? It's important to mention that it's not stable 45fps, I'm getting some fps drops even with the game installed in a SSD.

Remove the Windowed Mod from the modloader, it is responsible for the FPS drops on some GPUs, this has already occurred to me.

Thank you for your reply! I deleted the windowed mode but it didn't change the drops. However, I decided to delete the Widescreen HOR by Wesser and it's way more stable (50-60fps). The problem now it's the stretched game, I'll have to find another mod that does the same or another version of this one.

It is still really strange to not get stable 60 fps with this GPU. I just came from gta VC wich is an old game as well and it was smooth, even with the fixes.

I solved the problem, thank you so much. In case anyone is having the same issue I'll describe what was hapenning:

1. Indeed Project 2dx was responsible for the drop of fps, but even when disabled the game seemed weird. Kind of laggy somehow.
2. I disabled every configuration on the amd panel, anti-lag, visual improvement and etc. The game performed amazingly well.

I don't know, maybe the game isn't compatible with these technologies or amd is the worst. 
P.S: maybe with the Project 2dx with disabled improvements of and the game would run very well, but I didn't think it was worth the shot.
