I am having micro fps drops (the screen freezes for like 0.3 second) about every 6-10  seconds                       72  fps half vsync on

it doesnt matter if I change my graphic settings low or high no difference / my gpu usage can go upto 99, and my fps upto 100 if I unlock my fps but I keep it at 72! (but my cpu usage never changed it allways stays around 25 30)

also when I use vsync at half when the freezing happens the video latency goes from 25 to 10ms

Don't use VSync, use a frame limiter instead.

GTA V was made back in 2013, to run on hardware from 2006, at or below 30fps.

On modern hardware, it runs into some technical issues when it reaches frame rates of 180 or more.

Open your nVidia Control panel, Manage 3D Settings, switch it from Global to Program Settings, find GTA5.exe in the list, or add it manually (under C:\Program Files\Rockstar Games)

Then, for the Program Specific settings, change the following:

  • Anisotropic filtering = 16x
  • Low Latency Mode =On (reduces number of pre-rendered frames to 1)
    • Do not use Ultra, that will give you more stutters in CPU bound scenarios
  • Max Frame Rate = 144fps. (assuming you have a 144hz display, use 120fps for 60hz or 120hz displays)
  • Multi-Frame Anti-Aliasing = Off
  • Power management mode = performance
  • Threaded Optimization = On
  • Triple buffering = On
