2023 makes sense for a couple of reasons. Plenty of time for next-gen to hit a healthy install base. Also, Rockstar is going to want to re-release RDR2 on next-gen first. And it needs time to figure out what it looks like to keep GTA Online's momentum under a GTA VI.
