Exactly what are you basing that on ?
I've worked in IT and comms for over 20 years, and from that background my best guess is that it's a server issue - specifically traffic congestion from tens of thousands on whiny entitled kiddies hitting the server at the same time. Those same people then come on here and trash talk at R* about how they could do better.... ridiculous.
Give it some time to balance out.
The truth is they were never going to build capacity for everyone logging in at the same moment on launch - that peak of hits will never be achieved again so why would they build capacity for it ? Over the next few days things will calm down, server capacity will be optimised and we can all have a good time.
I got on at Noon, created my character and got through the first race. Did most of the first mission but then it froze just before the payoff. I haven't tried again since, but to be honest i was just glad i got my character name sorted.
I kind of liked the fact that you didn't micro-manage the details of your character - put in some random details and see what pops out. Detailed customisation would have been a nightmare - in a multiplayer game it would have been a mess, the servers are going to struggle as it is without worrying about the eye ridge height of all the players.
