The problem with GTA Online is that its an "open world" game that motivates you to spend as little time in the open world as possible.
The more time you freeroam the more money you lose and if you have some money you don't want to lose it, so you will either run away from everyone you see or progressively spend less and less time freeroaming in favor of jobs.
How is this a good idea in any way?
Plus what about Obamacare!!! There should be a GTA healthcare that your character has to sign up for so after that every time you die there isn't a fee. Just a monthly/weekly/daily fee your character pays for healthcare and they can die as many times as they want! GTACARE! Healthcare for the modern age! That'll fix one of the biggest dumbest problems with this game right now, the huge motivation to not freeroam. You should be motivated to freeroam not encouraged to stay away from it as much as possible unless you're in passive mode driving over other people that aren't.
