If you shoot at someone through their windshield, the explosion happens on the ground under the engine.
If you shoot someone in the face, or anywhere else, the explosion happens on the ground in front of them.
It's fun for vehicle pursuits and sometimes shooting birds (because their feathers actually react) but the lack of gore in the game and the plain-unfinished feeling of much of it just sucks the fun out of it.
Imagine if the game actually had gore, and you could actually shoot someone through the windshield with explosive ammo and splatter the entire inside of the vehicle with blood.
Or actually blowing people and animals up instead of just activating a sound effect, flame graphic, and rag doll effect...
They made so much about the game "hollywood-esque," to a fault in many cases, yet they ignore this fun/replayability-adding aspect?
"Honestly, every time I try to do something fun or exciting, you make it not that way"
