I think the next gta should be set in the 70's in vice city. You could be a cuban hitman who has to assassinate a political leader, then when your plan is foiled, your boss kicks you out into the streets and you have to gain control of the criminal underworld and finally end up assassinating your old boss. Thoughts?
I played a game that was very similar to your idea. You take control of the criminal underworld in Vice City and end up killing your old boss. Can't remember what game it was though.
