Ok...I've been playing around in the sea under Ludendorf online, trying to get it to spawn. A few thing's I've noticed:
Flying a helicopter at around the altitude of N.Yankton and pointing the camera certain angles causes different things to happen, such as the chopper becoming invisible and the ocean unloading. (This is not unique to N.Yankton, this happens when glitching into any interiors from underneath the map with a helicopter)
You can call for emergency services while swimming under N.Yankton, although they never show up, likely because they fall and drown.
Online recognizes N.Yankton as a landmass (exploitable?), meaning that if you die in the ocean under it the server will attempt to spawn you in N.Yankton. I say attempt because none of it is loaded, causing you to simply fall 100-150ft into the ocean below.
WARNING: This can cause an almost unbreakable spawn --> death loop on lower level characters, beware!
The server will even try to spawn you there after you leave and rejoin online/use the PS/Live Store, the only way to stop this is to actually swim away or join and complete a job.
You can also get your personal vehicle into N.Yankton by entering a mission on your phone and then leaving it, although the car will immediately fall into the ocean and be destroyed.
If you swim under the road shown here and kill yourself and then, while it's loading, spam down on the DPad, it will briefly list your location as "San Andreas, Cavalry BLVD" (sorry for the bad shot of this...I don't have any sort of capture device/4 hands)

Well...in terms of the map yes...but thats not to say all that exists...yet
It's just crazy that they went to such lengths for so little, I mean a small, undetailed, almost cloud covered map would have sufficed...but they decided to make all that...the more I think about it the more I think GTA V might actually be an unfinished game...the ending was an anticlimax and now this...it's like they had much larger plans for N.Yankton but they got scrapped at some point...
I checked...checked and checked again...the position and scale checks out...I used my original images to make this...this, once and for all is the exact location of N.Yankton. The red cross marks the most south easterly point that can be waypointed on the map, although vehicles can safely travel into ludendorf (although there is nothing there)...It also makes a handy comparison...It's crazy that they mapped all that for 2 heavily linear missions
On the south wall of the vault there are a row of tall safes, opposite safe 13 is this trolley, you want to jump on it and get as high up to the left as you can without falling down:
Then you want to jump so that you hit safe 13 and face desk across the top like so:
If done right you should teleport out above the vault...but it's not as easy as it seems...I have tried for 30+ mins with no luck and have no idea of the exact position on the safe you want to land on...but I seem to have the most luck when I land half way between safes 12 and 13.
Once you are out walk towards the shutters that you exit during the mission, take the long way...shortcuts make for long falls, on your way you will find an invisible ledge you have to climb up.
Once you are up there jump and then press Circle/B to "do a flip"...I've only tried this once but when I did I "flipped" onto the roof.
Unfortunately it's not really worth the effort, since if you walk too far it will just tell you to "Return to the crew"...although this may just be invisible barriers that we can find our way out of
Edit: I thought I would try something...in GTA-O if you accept a job and immediately leave it whilst in an unloaded interior all the textures load. If you do this at sea, in a chopper etc it will teleport you back to land...well, when you do this "in" N.Yankton it doesn't do either...it just makes you fall into the ocean like in the video...
Perhaps this can be exploited...
Edit 2: It will infact do this repeatedly...even if you have already fell in the ocean...I'm going to keep experimenting

Ok, so I found a way out of the Prologue's vault and whilst on the roof I noticed a mountain directly south that looks like chilliad...(Note: North Yankton isn't visible whilst still in the interior, yet San Andreas is visible, indicating that Yankton itself is more than likely an interior)
So...with a view to find I set out looking...and found it...over LS...looking north (meaning that in actual fact N.Yankton's pause menu is the correct one and the radar is incorrectly orientated)
Well thats great...so...what, well...that gives us a rough location, question is...can we narrow that down a little. Well as luck would have it yes. This http://www.youtube.c...h?v=6D8585GTx4c gives us a very good view:
Lets see if we can find...oh...I did......granted, I'm quite abit closer to SA...

Conclusions that can be drawn:
1. N.Yankton is more than likely an interior
2. N.Yankton is (just) inside the playable limits
3. N.Yankton is located just south/southeast of LS
4. The radar in N.Yankton has it's poles switched and infact the pause menu is correct
