He's gone quiet- he isn't being a dang criminal anymore. He has his money, probably found some silly little job, and has finally found his peace. I hope we don't see him again and have him being the only real victor in the series.
I don't really see him as a victor though.. He's either lost Kate or Roman, and he isn't exactly a happy-go-lucky guy in the first place. Luis Lopez and Tommy Vercetti seem more like victors to me.
Luis Lopez is heavily involved in violent drug wars, which is an ongoing issue- there will be new gangs and new drugs and he'll have to put them down. Only takes one bad fight to leave him dead or arrested, facing life or death. Tommy Vercetti is probably killed- that's what happens to major drug kingpins, especially if they're the clear top dog. Hearing that a character is out of the game is the closest any of these guys can get to victory. Niko is never happy- even if he had a puppy I'm sure he'd talk to it about the war. But in the end he's out, he has money, he has peace, and if he did what made sense for the character then that forced love interest Kate is six feet under and not cousin Roman.
