Now with the TLAD codes, we can see that the Tampa has a very similar code to 2 mission specific vehicles.† And someone had mentioned that the Tampa was missing code for one of the columns, but we can now see that all of the TLAD vehicles are missing that code, so this is not preventing the Tampa from spawning.
Now if the Tampa is mission specific and that is in fact the Tampa in the opening scene, the Tampa may only spawn for that opening cutscene.† Therefore, it would be mission specific, or maybe cutscene specific.† Who knows why Rockstar would model a whole new vehicle just so you can see it for a few seconds in a cutscene, but anything is possible...
I presume, as somebody posted earlier, that the minus sign at the end of the line must stop it spawning normally, as no other car in that file apart from those have the minus sign after it.
i think the dash is just a null type place holder for the flags. as in the original code all cars that don't have flags have the dash.
The Tampa seems to have a similar code to the Romero, which was mission specific. They both have NULL under the Anims2 column, and it is the only other vehicle I could find in the list that had NULL, but also had a - in the last column (flags). The Tampa code seems to be missing a number for the Swankness column though.
This could possibly be more evidence that the Tampa is mission specific.
Now if only we had the code for the other new TLAD vehicles. We could compare it to the Regina and Prison Bus which are both mission specific. If they both have NULL under the Anims2 column and a - under the flags column then we might be onto something.
Then again, I could have no idea what I'm talking about.
actually if you look there the Tampa is still a number short. it is missing the swankness which could be what is causing it not to spawn.
