I also get a Background Intelligent Transfer Service stopped working error each time I start my PC up. Sometimes when I try to refresh, the desktop segment greys out, as in not responding but I can still access the windows start button etc. When shutting down, it won't show the traditional "Logging off" screen but instead I can see my wallpaper. Thing is though it won't shut down unless I hold down the power button and shut it down manually.
Things I've tried;
-Going into Safe Mode, running the Command Prompt and typing in sfc /scannow to scan the system for any errors. At the end of the scan it tells me that some corrupt files were found but weren't fixed.
-Restarting a zillion times
-Trying to Install .NET Framework from Safe Mode only to get an error about not being able to access the Windows Installer Service.
