You would need to re-export all 19,xxx (its around there) SA map pieces. And not just reexport them, you need to add the extra data to the models, and materials, so they're actually IV quality. Buildings and roads - ok, possible. SA foliage and trees? toss that stuff out the window, and make new stuff. IV has procedural objects, but one doesn't know if its capable of doing it on the scale SA used.
SA Peds - hahahaha, no. The skeletons in IV are different, so they at least need to be re-rigged. The character models in SA suck by todays standards, you'd probably have better luck just making new ones based on the style of the SA characters. Shouldn't take too long though, theres only about 300 peds in SA.
SA Vehicles - More or less unusable. Entirely. Ignoring the fact they they are uber-low poly, and would look like a cows rectum with dynamic damage, they also have a completely different set up. Virtually every single part of every vehicle is set up differently in IV. You wouldn't need to convert all 211 vehicles from SA, because IV doesn't have Planes. Or bicycles. or ATVs. Or trailers. And the Rhino isn't going to work right, since there is no Tank in IV to replace it with.
Bear in mind SA is a 2004, PS2 game. The pc port was outdated as soon as it was released. I mean, you could port it - maybe.
Short answer - no.
Long answer - Not really, but maybe the map - at least part of it - would fit.
well the peds and the vehicles wouldent really need to be changed. I dont think people would mind using the cars from GTA IV in SA I just want to play Las Venturas on the IV engine
Vice city might be easier and would be just as awesome although GTA IV has no palm tree files
