Screen Tearing [Steam]

So I've just recently started playing GTA San Andreas PC on Steam, and I've noticed that in some areas of the screen there is a visible line where the graphics are lagged. I have used NvidiaProfileInspector to set the fps limit to 60 fps and force on VSync, but the problem persists.

 

Specs:

 

Windows 10 Home 64bit

GTX 1060 6GB

16GB RAM

Intel I5-7600K (3.6Ghz)

 

Any suggestions?

It sounds like a computer problem to me. 

Does the same thing happen to other games? 

If that isn't the case, do you have any mods?

For any questions regarding game modification, Please ask in the Modding Forums.
The Games normal/designed FPS is Thirty (30).

Have you run the game with Administrative Privileges, and maybe trying Compatibility Modes (XP, Win98, etc)

Make sure the profile you're editing matches the executable name of the game. See if other obvious options take effect, such as anti-aliasing or anisotropic if you adjust them all the way down or up. Using NvidiaInspector, see if any other V-sync related properties are set that could not allow to activate it, for example, Vsync - Behavior Flags, or Vertical Sync Tear Control. Look over the list.

In my installation there are two preset profiles with differing exe names. Sorry, I do not have a solution for a modern computer like yours.
