Editing External scripts in main.scm

I'm trying to edit the impound script found in main.scm so that the guards will ignore CJ if he's wearing the cop outfit, but when I make any change at all and compile it, I see no difference ingame whatsoever whether I load a previous save or start a new game. Can I even edit the external script?

 

edit: figured it out finally. Reason I didn't see any changes ingame is because I was compiling the main.txt without the script.img in the same folder. As a result, sannybuilder was probably creating unmodified script.img instead...
