How do I get that red filter?

How do I make this kind of filter like this on the background? I would have a instruction for PS.

1. Firstly, open photoshop (duh). Get an image you want.

2. Invert the image by pressing ctrl+I. So the building will be changed to white colour.

3. Create new layer and change it to your desired colour.

4. Click on the image's layer, and change it to 'Lighter Color'.

5. Voila.

Or you can do it another way.

Just invert the image.
