Nevermind. An old note of mine:
The Rockstar Games web site has a "Vice City" section with a bulletin board
that has a "Vice City Crime Tree" section. It indicates that the chef's super-
ior is named Mr. Black, suspected of being involved in running a hitman busi-
ness, so I guess that's Mr. Black who will give the assassination missions.

It might be a reference or a nod to one of the code names from the movie "Reservoir Dogs"

There was a underworld Chef hitman organization located in south vice beach. Im assuming Mr. Black is the leader or employer for the organization. He gives Mr.teal jobs, well until Tommy took that phone. Im also speculate the chef organization has behind the double cross of the failed deal at the docks.

Maybe the word "Black" in his calling name relates in symbolism to his status as an unknown and never seen character.
Black = suspicious, mysterious etc.
