Logic behind xbox one release vs ps4?

I'm inexperienced with games. What would the possible reason be that iv has been released on xbox one but not ps4? Special deal with Microsoft or what?

The game wasn't released for Xbox One again, but Microsoft made it playable via backwards compatibility, which is one of the great features of the Xbox console family. While it required agreement from Rockstar I believe it was entirely up to Microsoft to make the game playable on the newer console. Sony prefers to sell older games again and again instead of just making them playable, so it's possible that one day it will appear in some form on PS4 as well. Highly unbelievable, but possible.

It's backward compatible on X Box One though it does play better and plays even better on XBox One X.
