Exact steps I took:

Installed Windows 10 Professional

Installed latest AMD drivers

Installed Google Chrome

Copied GTA IV onto the PC via flash drive

Installed newest GFWL version

Ran the vcredist installer from the Installers folder

Started game, MSVCR120.dll and MSVCP120.dll missing

Downloaded both dlls via google search

Deleted dlls, installed 2012, 2010 and latest VC redist. restarted PC

MSVCP and MSVCR still missing, if I copy back the dlls, 0xc00007b again

EDIT:Fixed, I had to copy SysWOW64's dll contents to the game folder (weird i know but it works)

You have some ASI that requires Visual C++ 2013 Redistributable x86 (bullet spread fix?)
