This isn't a request or anything, and I apologize if it's in the wrong place.

 

Would dynamic shadows be possible to implement in III? Either from just the sun, or possibly from headlights and lamp posts, as well? Is it even a plausible idea?

Yes. There's d3d8to9 module for DX8 games (including GTA 3 and GTA VC), so you can create great things.
There are many games with graphics engine based on DX9 and with dynamic shadows (GTA 4 as an example), so why not?

True, I just wonder why nobody has done it yet. So many great modders who've done so many things, yet that's the biggest thing that's missing to enhance III's graphics.

I can't imagine it's easy, of course, and I doubt I could do it myself, it's just had me thinking.
