OpenIV freezes and crash when installing plugins/oivs/using tool tab

It's been some time I didn't mod GTA (before the 'modding is illegal' phase) so yesterday I tried opening openIV and installing it's plugins but it would freeze everytime when I clicked the ASI manager

So I manually coppied the plugins to GTA folder and tried to install Redux and some other .oivs but all of them would freeze the software when trying to open the file.

Hash manager opens, but all of the other options in the tool tab freeze the program.

my specs: Windows 10 Pro (Creators Update)
i7 6600
gtx 970
16gb of ram

DirectX and Nvidia drivers are up to date, no error messages are shown, only windows 'this app stopped working' prompt.

EDIT - Things I've already tried yesterday that didnt work

1) Unninstal, clean registry, restart pc and install again
2) Update drivers, reinstall/reset 
3) Compatibility mode
4) Copied update, x64 and some other files to mods folder
5) Clean installed GTA V

So, if both ASI Manager and Package Installer do not work for you it probably means there is some issues with DirectX initialization (you can also check About box, textures and models viewers to make sure of that).

There was some report from users with similar issues, but still it is unclear what causes this.
Some of them was able to fix it by changing their video drivers. Can you please tell what exactly version of nvidia drivers do you have right now?

Im using 385.69 (2017.9.21), when i get back home I will test some older ones (from august)

I've seen some support asking to intall directX files there are in the openIV folder, but mine doesn't have any.

edit: reverting to openIV 2.8 and 2.9 didn't solve the problem

tested with 385.69 and the newest 387.62 still getting frozen.
