I'm gonna go with Niko. He's tormented over what happened in the war and he desperately wants to forget about it. He'll also do whatever it takes to keep the people he cares about safe.

His deep conversations with Roman, Kate and Ilyena Faustin are a great representation of his personality and how he wants to be a good person.

Luis is another one. He takes so much sh*t from everyone around him and still remains loyal.

Joey Leone and 8-Ball (GTA III).

Those guys aren’t protagonists. Just saying.

Carl Johnson because he's not a psychopathic killing machine like Claude Speed and Tommy Vercetti. he's loyal and knows what to do and which sacrifices it implies to become rich and powerful although he oftenly looks weak and inconsistent.

Niko Bellic.
Remember how he helped Marnie Allen.

As most have said..its no doubt Niko. His tragic backstory made you feel for him and you can see that he was broken by what he saw in the war & the betrayal. He doesn't care about making it big in the criminal underworld, he just wants revenge and some money.

Monologue's like the one in the intro, after he killed Vlad, when he talks to Faustin's wife etc. all humanize him a lot. Rockstar finally nailed the more human protagonist type they were trying to do with CJ and especially Vic (but couldn't execute that well).

One of my favourite gaming protagonists ever.
