I've purchased a second hand western digital my passport external hard drive. I'm assuming it's formatted for pc media files will I be able to reformat it for Xbox one? I've read a lot about reformatting from Xbox to pc but not the other way around.

I'm pretty sure Xbox has been using NTFS from day one but the HDDs are locked once your console formats them. You should be able to plug it in and format it on the Xbox. You wouldn't be able to format it beforehand for Xbox use on PC (at least not officially).

According to the Xbox support page; to use the drive for games and apps the drive must be 250GB and USB3.0, other wise it'll only see it as media storage.

That must be outdated. Digital Foundry did tests with various HDDs and SSDs.
