So you wanna play gta because it's cool, but stuck with low spec and wanted to get a machine that can solve your problem, well you are now at the right place, this topic will guide you to get a nice pc spec for cheap, and can play your game without lag bother you.
The choice it's yours,Pick what you want, but here is my spec that can play most game.

1/PART INTRODUCTION
We will have choice for pc spec.

You can go to a micro center store,or amazon...

1/Low gaming spec rig,can play gta at playable state:
MSI H110M ECO,Gaming or pro-vd
2x4gb Of ram:My choice will be 2 bar corsair ddr4 ram.

300 or 350w PSU:Because our graphics card don't need a extra power source,we will pick one of cheap PSU,again, choice of yours.
1tb WD blue hdd:Store lot's of game and data.
Optional:120gb SSD:If you want game loading fast, then you can pick a kingston,or any 120gb SSD for a nice price.
Intel Pentium G4560 or Intel Core i3 6100/7100:
Why i pick a G4560:Cheap price,work almost as a i3 do.

You could pick a I3 too if you like:6100 is skylake,7100 is kabylake.
GPU:Nvidia Gt 1030.
Due to this is a low spec PC,i pick this card, you could get one for a good price.

Gameplay on the 1030:

Case:Pick one you like,doesn't matter.

2/Medium spec gaming rig, play most of game title:

MSI,Asus,Gigabyte... h110 series,my choice is still the msi h110m.

8gb ram stick:my choice is a corsair ram.

350w PSU:our GPU still don't need extra power.

1TB WD blue:again, store most of data and we don't need 2tb,1 is enough for most game.

Optional 120gb SSD:like what i said in the Low Gaming spec rig.

For this i will only pick a G4560,but the choice is still yours.

GPU:Zotac GTX 1050.

Pretty good 2gb gddr5 card, can play most game.

Case:Pick what you like.

3/High spec gaming rig, play gta v at ultra.

MSI h110m gaming.

16gb of ddr4 corsair ram.

400w Corsair VS400:Reason i choose this because our card will need a extra power source i pick this psu.

1TB WD blue.

Optional 120gb SSD.

CPU:Intel Pentium G4560 or Intel Core i5 6400/6500,7400/7500.

Reason i pick this i5 because this is high spec gaming rig,if you want to pull more fps,i5 would be great because 4 cores,4 threads.

GPU:MSI GTX 1050TI Gaming X.
This card is great, awesome 4gb of gddr5 giving you more memory to turn some option on with out worry of video limit.

Gameplay of gtx 1050ti:

You could turn some setting to ultra.

2/PC build instruction:

https://www.youtube.com/watch?v=IhX0fOUYd8Q&t=2s

3/Tips for fps increase:
Ccleaner:
https://www.piriform...leaner/download
This is a awesome tool, clean stuff...

1/For low spec gaming rig:
Go and open setting.xml in Documents/Rockstar Games/GTA V.

Change Shadow_ParticleShadows value to false
Reflection_MipBlur to false
Lighting_FogVolumes to false.

In game setting:

Everything set to normal, don't change shadow because this will reset the setting.xml shadow value to true again.

Disable Auto-scan for music in music tab.

Windows:

Disable task before launch, add gta v folder in antivirus so it don't scan during gameplay.

Defrag HDD.

And you will have a fps boost for game, make it more enjoyable.

For other it's ok.

So that's my build guide to get a best gaming enjoyment and experience.

Any question feel free to ask me in this topic.

But how's the spec in my thread?

Your "high end" system isn't really close to "high end", in all honesty. A 1050Ti will play V reasonably well, sure, but a £140 card isn't "high end".
Pretty sure a G4560 would end up being a bottleneck with anything more powerful though.

At the sorts of price range we're talking here, going second-hand or back a generation in GPU and processor, where available, offers better performance for similar money.

Either way, it's not even close to high end. It's a midrange system

what power? 1080p on low settings ?

the 1050ti would be the least i would consider if planning on building a budget build in 2017

i would't advise someone to build with a GT1300

One thing:Vote, and that's the low end budget choice.

I can't understand how bad this is.

Instead of minium requiement,i pick these as it can play low pass 30fps.
And one tip:put vsync at half to get 30fps gameplay.

30fps at 1080p low settings is not worth building a new system for. A high end system should be capable of 60fps at 1440p on Ultra.

All three of your systems feel pretty low end to me. G4560 and 1050 Ti is far from high end whichever way you look at it. I don't see your point, what are you actually trying to discuss here? Also, Ccleaner will do absolutely nothing to increase your FPS.

The tiers would look like this to me:
Low end: G4560 + GTX 1050 Ti or RX 570, which is as low as I'd go for GPU for anything other than CSGO and the likes.
Mid end: Ryzen 5 + GTX 1070. As far as I'm concerned, i5's are dead after the release of Ryzen 5.
High end: Ryzen 7 or possibly 7700K (if doing only gaming) + one or more 1080Ti's.

We do understand, you just haven't used the correct terminology. "Cheap" and "high end" are oxymoronic.

Why people don't understand money is problem

Because you don't say anywhere that it is. You just list three systems that are essentially the same and call them low, mid and high end which just isn't true. You make some good points in your posts but that doesn't change the fact that your lists should be called "low", "lower" and "lowest" spec machines.

I always mention The choice is yours, and no one understand.
And this remove lag.
Read the whole thread again.

People don't understand because frankly it's not easy to understand your posts or the concept of the thread as a whole. The poll for instance serves no actual purpose with the thread.

I'm in Viet Nam,Rx are expensive,Ryzen is the same.

Something else you never mentioned earlier, not that it really matters anyway. Hardware is expensive, that's how it is.

The problem is you start with:

stuck with low spec and wanted to get a machine that can solve your problem, well you are now at the right place

but then your first choice is one build that gets you just that, stucked at low settings, low fps, barely pushing 1080p... its the low build when it shouldnt even be there.

your medium build: a budget pentium dual core 4 threads pared with a Gtx1050, its ok'ish to run Gta and other AA games to come, but not a medium build, more like a low budget build

and then your high end, man... how is the G4560 high end? or the gtx1050TI ?

There is no point really, he refuses to even try to understand what high or medium even mean.

Imo:
1050/1050TI Low end
1060/1070 medium
1080 high
1080TI/TitanX extreme

Ill vote on the fourth option: none

B4 someone cals me arrogant, or say something like "not everyone can spend that mutch" etc thats just how life is. I wouldnt call my Fiat high end car just bcuz i cant afford a Ferrari even if both can go from A to B.
