So I've noticed sometimes that when you attack a pedestrian, when you're at a very specific angle or slightly below them with your fists or baseball bat, they will do a special animation where they hold their stomach or ribs and fall down. Why is this happening, and what's the easiest way to do it?

I think it's just another death animation that you can trigger. From what I've seen, they mostly happen when you're in a fist fight with a pedestrian, but there are no surefire ways of triggering it.

Doesn't Claude also use that same animations sometimes when he gets his ass kicked?

It's the same animation as sometimes when you kill someone with an M16 - the ped will hold himself by his guts and fall over.
