I side with barren deserts, farmlands and fields over long ocean bridge. No there won't be anything to do out there, but look at v and its hills, same thing really, except the hills you can't even traverse it. When getting close to town buildings are more frequent and turns in to the "fun" part of the map. An no I don't think it is too much considering v probably could of done this with desert instead of needlessly building miles of overly detailed ocean floor around the island.

One of the cities could be Seoul and the surrounding area. Imagine driving along the North Korean border:

Seems like the games will continue to take years for a next installment to come out so it really doesn't make sense for Rockstar to keep doing the 1 city at a time formula.

Many people out there want to see something new, and many want to see their hometown get some love so having at least 3 or 4 cities could help speed things up a bit, and it can help develop storylines with the multiple characters if you have each of them living in one of the cities but occasionally traveling back and forth to work with the other.

Then they could keep using Los Santos, update IVs graphics and expand on the city bigger, and work with whatever they're supposedly doing with Vice City as well. All kinds of possibilities.
