Sounds like a GPU defect to me. "Silent" GPUs (or any other peripherals) only turn on their fans when under load - this is clearly not the case here. If the GPU is new I would try to get a refund/return the GPU and get a replacement.

Have you plugged in the 6pin power cable into the graphics card?

Not necessarily. A lot will turn on their fans briefly as power comes on, then shut them down after a temperature check.

OP, is the graphics card not working? Fans not spinning might not indicate any problems. As The7thOne said, many graphics cards don't run their fans unless they need to, depending on power needs and temperature of the chip.

it can be a drivers issue, have you done a clean install with the graphics card? did you uninstall the previous Gpu drivers before installing the new one?

its normal they start spinning when you turn on the pc and then stop when the program that controls the fan curve sends the information to the Gpu that its not needed

I don't think it's drivers...they don't function til you're up and going.  Most just spin at startup then stop cause they don't need to be on.  Anymore info?  Is there a picture?
