I just updated Windows 10 and have the same problem. Anyone found a solution?

Exactly what I would say, only difference is that I have Windows 8, but no matter what OS, the game's having issues. Seems R* cares more for DLCs and disregard the obvious issues for the PC version.

Here you go, it works for me now

I had the same problem, posted it on reddit and this amazing person gave me the solution!

Do you happen to use MSI afterburner with RIVATuner? If so, be sure to update RIVATuner to the latest beta version. This fixed the issue with GTAV and several other programs that stopped working after the creators update

Seems it fixed, but now I get a black screen on booting up. Nothing to show for at all. R*, fix your sh*t. Seriously.

EDIT: Actually nevermind. It still works.
