What is exatcly the difference between on and off?

On: Locks framerate to 25fps (normal) / 26fps (Steam) / 30fps (SilentPatch)

Off: Unlocks framerate, but physics become unstable and glitches happen

Is there a way to avoid glitches and broken physics with unlocked framerate? (Frame limiter off)

There's a way to avoid some of the glitches apparently. If you run SA in a borderless window (by using the widescreen fix and creating a blank wndmode.ini file in root dir of the game) it forces triple buffered v-sync while the in game frame limiter is disabled. It makes the game more playable except that swimming is still bugged.

It's a similar deal for III and VC. In fact these games seem to be completely bug free at 60 FPS (going above makes the game go crazy).

I've done exactly that for SA, and it works for me nicely. SkyGFX alone with blur off at constant 60fps smashes all those so-called great ENBs.

I wouldn't say completely bug free at 60fps, there's still the UI Timers (wanted stars, etc, on Vice City), and obviously vehicle physics, where at 60fps vehicles would be mis timing their weight when driving and during player interaction, it's MORE noticeable at higher framerates, but still off enough at 60fps to the point where to remain "true" to how the game works, it has to be locked at 30fps.

-Not been able to move 80% of the time when aiming down the sights of any gun

-Slower swimming

-Emergency car sirens' requiring a constant clicking of the horn in order to turn it on/off

-Same with accelerating in bikes

-Many cars' backs getting wobbly (easily noticed with a Blade or a Greenwood)

-Car drifting restricted (although one could argue that can help with smaller turns)

The cars' back is a feature in the game, it's the moving chassis, this happens with or without frame limiter.

It happens with me at least, and I don't have frame limiter off.

Not being able to drive backwards, cars slowing very fast when releasing the gas and not being able to dive happen too at 60 fps.

It depends on your PC if it's a powerful enough rig. State your specs.

 

You can try the 60fps frame limiter for Cleo, apparently it helps stabilises SA at 60fps.

Run the game in border less windowed. It solves some of these issues.

The map takes longer to scroll in/out.
You can suddenly die without any reason while climbing.

Btw, Silent is trying to fix it in his Silent patch.
