Right click the game icon and go into 'Properties', then there should be some tabs on the top side of the window. Go into the 'Compability' one and there u should be able to choose the compability for the game, for example on Windows XP compability. Go to the full post

2. Which Version of the Game did you Buy. (DVD v1, DVD v2, STEAM Registered? Down Load or DVD)
3. Did You or Anyone else Modify the Game from its Published original issue?
The Game does not work (or work well) IF the Video Graphics Card of the computer does not have DEDICATED Video memory:
★128(+) MB Video Card with DirectX 9 (or better) compatible drivers ("GeForce4" or better)
"Shared Memory" does not work with the game,
Most modern machines easily beat the Recommended specs, EXCEPT for the business/College laptops and cheap Desk Tops.
Recommended System Requirements for GTA: San Andreas:
• Intel Pentium 4 or AMD Athlon XP processor (or better)
• XP, Vista, Windows 7.
• 384(+) MB of RAM
• 16x DVD-ROM drive (or download [which I do not recommend]
• 4.7 GB of free Hard Disk space for a full install
★128(+) MB Video Card with DirectX 9 compatible drivers ("GeForce4" or better)
• DirectX 9 compatible Surround Sound Card
• Keyboard & Mouse
• <Optional> GamePad with twin axis analog controls (USB or Joystick Port)

Also, to note, Compatibilty mode causes the game to crash instantly if you have Windows 10 for some reason. That's why I had to stick with the Steam version as it DOES NOT have the mouse freeze issue like V2 (the DVD version) has. I know 98 compatibilty mode fixes that, however, on Windows 10 that causes the game to crash.
But, pretty much ANY PC will run the game no matter what the VRAM is, as I used to play the game quite well on a AMD Sempron single core processor @ 798 MHZ, 256 MB DDR ram(later upgraded to 1GB), and a SIS/VIA video card w/32 MB vram. Was able to play many a Chain Game rounds on this set up and that was Windows XP-And that was a laptop PC.
