Besides the Uzi spawning behind the stairways and the short way to the Bikers Clubhouse:

Why would Tommy purchase this place? And better yet, why would he want to live in there? Is this suppose to be a homeless drug addict simulator?

In game? Probably to serve as a hide-out close enough to Mitch Baker's watering hole, but inconspicuous enough to remain undetected. He has good vantage and gives Tommy a place to go should things get a little too heated. Nobody would think to look for him there.

 

Out of game? It adds variety to the properties available. Having luxury apartments and houses is nice enough but the shack showcases a side of Vice City that's not often advertised. Situated just on the verge of some of the biggest buildings in Vice City, it's a good allegory for status.

It's probably one of the inconspicuous save points and closer to some places in the downtown area. Nobody would suspect anything about the place, unless followed.

And technically, it's one of the cheapest save points you can purchase to save in downtown without having to travel a lot. I find it annoying to have to run inside some hideout interiors to save in a nick of time. This is probably of the points that allows a quick save.

Armor, good weapon, fast bike and helicopter near spawn point for $1000. Good location too.

I used to save there all the time back in the day. I mainly go for Vercetti Mansion now.

A cheap place to start if you don't have a lot of money. But sadly if you have a vehicle the safe house doesn't have any garage and it is only useful to save the game.

Fortunately since you can't do tuning like in San Andreas the absence of garage is not a big problem. Especially when you use a mod that gives every car a better handling.
