Cant get a solid 60FPS

Im running GTA IV all max out but i cant get a solid 60FPS alghout Nvidia Experience tells me those are the optimal settings for performance and quality. 

My specs are

EVGA Geforce GTX 970 SuperClocked with ACX 2.0 (4GB) (Latest controllers installed)
i7- 4790K @ 4GHz
16GB Ram G.Skill 

and a 1366 x 768. 60hz monitor

but im running the game at 1920x1080, 60hz, as Geforce experience tell me to. 

i constantly get frame drops by 50 40 and even 30. 

Is there something i can do to get a better performance with this settings? Maybe overclock the GPU or the CPU?

GTAIV will never run perfectly, it was ported to pc from console, it not a very good port.

You will get some slowdown and graphic glitches, its just the way it is.

is it a good idea overclock my GTX 970 once it comes already superclocked from factory?

Nothing can help this game except for some sort of patch. Game is simply unoptimized and it can't be run on any machine in 60FPS all time at any resolution with everything else maxed out
