GTA 4 graphics help

I redownloaded GTA 4 the other day to my laptop, i launched it through steam and noticed that it didnt recognize my 4 GB of video ram (GTX 960m) and so i did the command line.txt in the steam folder, "-norestrictions, nomemrestrictions" etc. i launched the game again and it was fixed, but, the patch the game is on right now is patch and i want to be able to mod it, i copied the files to a new folder on my desktop( downgraded to (not through steam just locally and the commandline.txt is in there) when i start it up it says i have 512 megabytes of vram and no matter what i do with the commandline it does not change anything. hoping i can find some help here, or can i just downgrade the steam version and still be able to mod it?

Did you add -availablevidmem x.0
X is your dedicated video memory
It used to show me I had 300 Mb graphics but after this it showed 1096 Mb
